Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, diplomatic battles are waged: positive announcements are delivered from multiple capitals. Considerable effort is allocated on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "peace".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from across the border, a ability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by allied countries. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly transforms into grim resignation: perhaps the incoming missile won't strike its target this time, protecting urban areas from ruin and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a defensive team – almost certainly imported technology. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, damage and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's vital need on international aid – a need that European nations are evidently unprepared to substitute in the short term.
Failed Diplomacy
The comprehensive proposal from American leadership generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new proposal from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, continue.
Strategic Calculations
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, American administration does little to deter Moscow, through statements or actions, from believing that the situation will not change more in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a complete military breakdown until conditions improve in its benefit.
Current Realities
Objectively, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are influencing discussions.
Summary and Prospects
It took a just a single week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
