19 of Medvedev's 21 championships have been achieved on hard courts
A resurgent Medvedev won his first championship for nearly 30 months with victory over opponent Moutet in the tournament title decider.
Medvedev, a ex- world number one, has endured a torrid period, achieving just one win at the major tournaments and suffering a difficult moment at the US Open.
The player's varied form on the tennis tour - and issues with his serve in especial - caused him exiting of the world's top 10 and finally splitting with long-term mentor his previous coach.
Now working with Thomas Johansson and his other coach, Medvedev has gradually advanced in the recent weeks - culminating in a closely contested three-set triumph over challenger Moutet.
This represents his first championship since the Italian tournament and initial on a hardcourt since March of the previous year.
Success also indicates Medvedev has achieved twenty-one victories at 21 different competitions.
"It's the first time I'm at a tournament with my both daughters simultaneously, so to get a title is particularly special," stated ranked player the champion.
"This championship is in dedication of my child my daughter, because the first title I won when my first daughter Alisa was born was for her."
The tennis star, the 2021 US Open champion, had been defeated in his previous six finals, comprising in the German tournament previously this season.
Medvedev's defensive approach and regular reactions on the tennis court had caused some to question if his ability to perform at the highest level was over.
However the 29-year-old has made changes in the last few weeks, striving to advance forward and perform aggressively, backed up by an improved serve.
The champion fought back from a deficit in the first set against the tricky Frenchman, taking four of the concluding five points to gain the advantage.
The pair traded break points in the middle set before Moutet, striving for his maiden professional victory, seized the initiative to force a decider.
The opponent rescued 4 early chances in a competitive final set before the Russian secured a break to fifteen to secure the win.
Fittingly, he earned the win with a rally at the net, with the Frenchman incapable to handle a volley after a lengthy match.
